I thought at first this was a Morgan Three Wheeler, however all of the Morgan 3's had V Twin engines.

Then I got to thinking, this thing is really ugly, it's got to be French.  Yup, it's a Citroen!  The images on the web place this one in the 1970's

Here's a shot of the Real Thing!  BTW, they are still being made.
